Subpoenas Put Black Under Pressure
House Oversight Committee Chairman James Comer said he issued two subpoenas to Leon Black during a June 26 interview. One subpoena orders Black to return for a deposition on July 16. The other demands all NDAs tied to women and to Black’s Epstein-related dealings. Comer said the committee moved after Black refused to answer specific questions about the NDAs, which lawmakers say are central to the investigation.[2][7]
Representative Robert Garcia, the top Democrat on the committee, backed Comer’s move and said Black still had not explained the payments. Garcia said survivors have accused Black of serious wrongdoing, and he stressed that lawmakers still do not know what Epstein was paid for. Garcia also said subpoenas are needed so Black must answer under oath and so the committee can review the documents itself.[1]
Payments, Records, and the Epstein Web
The core financial issue is the size and purpose of the payments Black made to Epstein. Senator Ron Wyden’s office said federal records show Black paid at least $158 million between 2012 and 2017 for tax and estate planning work, and a later review suggested the total may have topped $170 million.[4][8] Wyden also said some of the money was sent without written services agreements, which raises more questions about what Black was really buying.[4]
Wyden’s letter and related reporting say investigators found signs that Epstein used Black-linked money in ways that went far beyond ordinary advice. Those claims include surveillance of women and payments that critics describe as hush money, though the available material does not prove every detail of the broader theory.[4][8] Black’s defenders say the Apollo board review found the work was approved by elite legal and accounting firms and that Black said he did not know about Epstein’s crimes until 2019.[3]
Why the NDA Fight Matters
The subpoena fight is about more than paperwork. NDAs can hide misconduct, but they can also protect private business and settlement terms. In this case, lawmakers want to know whether the agreements cover women linked to Epstein and whether they explain the silence around Black’s dealings. That question matters because Black has refused to discuss the NDAs in detail, while committee Republicans say the documents are needed to understand the full story.[2][7][10]

The larger fight also shows how hard it is to get real transparency in high-profile Epstein cases. Black’s critics want the full paper trail, including the NDAs, transaction records, and sworn testimony. His defenders point to court findings in a separate lawsuit that sanctioned a law firm and noted false evidence by a plaintiff’s lawyer, which they say shows some accusations have been exaggerated.[5][6] For now, the committee’s subpoenas mean this fight is not going away soon.
