Ukraine-Russia TALKS – Peace or Posturing?

Can Ukraine and Russia finally come to the table in İstanbul with tangible peace proposals, or will it be another episode of elusive diplomacy?

  • Moscow proposed a second round of talks with Ukraine in Istanbul.
  • Ukraine demands Russia’s written proposals for peace before talks.

The Negotiation Table Awaits

The ongoing conflict between Ukraine and Russia inches toward a hopeful resolution as Kyiv commits to further negotiations set for Istanbul next week. Despite the readiness to talk, Ukraine insists that Moscow must present clear, written proposals to ensure a meaningful dialogue takes place. Russia intends to deliver its peace “memorandum” during the Istanbul talks without offering a prelude to Ukraine, prompting serious apprehension from Kyiv.

Moscow has made it clear that any notion of a ceasefire is off the table at this stage, expecting Ukraine to accept demands to withdraw from annexed territories and abandon NATO aspirations. Ukraine, on the other hand, emphasizes the importance of engaging in constructive discussions. “Ukraine is ready to attend the next meeting, but we want to engage in a constructive discussion. This means it is important to receive Russia’s draft,” said President Volodymyr Zelensky’s chief of staff, Andriy Yermak.

United States’ Role: To Step In or Step Back?

While the United States has increased diplomatic pressure on Russia, it stopped short of imposing new sanctions. Former President Trump, who remains involved in diplomatic efforts, issued an ultimatum to Russia to progress toward a ceasefire within two weeks. The world watches, as the United States has warned that a lack of progress may result in Washington stepping back from mediation efforts, potentially imposing additional sanctions on Russia. According to US diplomat John Kelley, “If Russia makes the wrong decision to continue this catastrophic war, the United States will have to consider stepping back from our negotiation efforts to end this conflict.”

The Stakes for Ukraine

Ukraine stands firm against what it sees as Moscow’s irreconcilable demands: cessation of NATO involvement, lifting of sanctions, and territorial concessions. The perception that Russia’s proposals may be unattainable or “filled with unrealistic ultimatums,” as commented by Ukrainian foreign ministry spokesman Georgiy Tykhy, fuels Ukraine’s skepticism toward these talks.

President Zelensky also accused Russia of making the meetings unproductive, urging increased sanctions against Moscow. Meanwhile, Turkey’s Erdogan urges dialogue continuation as both sides remain locked on several contentious issues. Russia’s ongoing military aggression, characterized by drone and missile attacks on Ukrainian soil, further complicates the prospect of a peaceable outcome.
