This investigation directly contradicts a USAID analysis of over 150 incidents that reportedly found no evidence of widespread Hamas theft.

State Department officials confirm intelligence showing a “significant portion” of U.N. aid is “diverted, looted, stolen, or self-distributed” by Hamas. The Inspector General’s office has briefed Capitol Hill on initial findings and has committed to holding accountable those who divert aid or fail to report such diversions. This represents a disagreement within the U.S. government about the scale and organization of Hamas’s interference with humanitarian operations.

Hamas Infiltration of U.N. Operations Documented

A BBC report, citing anonymous sources in Gaza, claims that Hamas is using secretive methods to pay salaries to its members with cash it had stockpiled before the war. The report also supported claims that Hamas has systematically commandeered humanitarian aid entering the Gaza Strip and is handing it out to loyalists while other Gazans go hungry. Other reports from Israeli intelligence claim that a significant portion of U.N. employees in Gaza are affiliated with Hamas or other terrorist groups, which enables systematic infiltration of aid distribution networks.

The Gaza Humanitarian Foundation (GHF), a controversial private aid operation backed by the U.S. and Israeli governments, began operating in May 2025 to distribute aid. However, the U.N. and other aid groups have refused to cooperate with the GHF, accusing it of politicizing aid distribution.

The contradiction between federal investigators and USAID has raised questions about the oversight of American taxpayer dollars flowing to Gaza.
