Haitian Migrant Charged With Triple Murder Entered US Under Biden’s Migrant Flights Program

A Haitian migrant charged with killing three family members in North Carolina entered the United States through the Biden administration’s controversial parole program flights, according to immigration authorities.

Police in Fayetteville responded to a call on February 21 and discovered 77-year-old Beatrice Desir, a 13-year-old, and a 4-year-old dead inside a home, all suffering from stab wounds. Officers arrested 26-year-old Mackendy Darbouze at the scene, where he was reportedly found with blood on his hands and clothing.

Darbouze had entered the U.S. legally in July 2024 through the Cuba, Haiti, Nicaragua, and Venezuela (CHNV) parole program. This initiative, launched in 2022, allowed thousands of migrants each month to fly directly into the country and be released into communities under parole status. The program has been heavily criticized for its lack of thorough vetting.

Authorities say surveillance footage captured Darbouze walking around the house with a knife before investigators later found a bloodied weapon in his room. He does not speak English and was interviewed by ICE officials using Creole interpreters. The agency has placed a detainer on him to ensure he remains in custody.

The CHNV program was designed to provide an alternative pathway for migrants rather than illegal border crossings. However, it has faced intense scrutiny after multiple violent crimes have been linked to individuals who entered the country under this policy. Earlier this year, Venezuelan migrant Jose Ibarra, who was also admitted through CHNV, was charged with murdering a University of Georgia student.

President Donald Trump terminated the program on his first day in office. However, ICE confirmed that over 50,000 migrants had already been allowed entry through the policy before it was shut down.
